The Chief Information Officer – Solutions and Partners 3 (CIO-SP3) is a 10-year Indefinite Delivery/Indefinite Quantity (IDIQ) Government-Wide Acquisition Contract (GWAC) managed by NIH's Information Technology Acquisition and Assessment Center (NITAAC). It gives any federal agency streamlined access to IT solutions and services across ten task areas — services for biomedical research, health sciences and healthcare; CIO support; imaging; outsourcing; IT operations and maintenance; integration services; critical infrastructure protection and information assurance; digital government; enterprise resource planning; and software development.
DSG holds CIO-SP3 as a direct prime, giving clients access to 137 labor categories and the full range of task order types — firm-fixed-price, time-and-materials, labor-hour, and cost-plus-award-fee — with individual awards ranging from $250 to $100 million. The program carries a $60 billion overall vehicle ceiling, with each individual awardee contract capped at $20 billion, and runs a 10-year ordering period from November 1, 2026 through October 31, 2036. Awards were made across three scope categories — Category A (IT Solutions, 364 awards), Category B (Enterprise-wide IT Service Solutions, 692 awards), and Category C (IT Mission-Based Services, 1,059 awards) — with Category C reserved as a small business set-aside.
